რამდენად ღია და სრულყოფილია იმ სამინისტროს ოფიციალური ვებ-გვერდი, რომლის მიერ გავრცელებული ინფორმაციაც განსხვავებული ასაკობრივი ჯგუფისთვის შეიძლება იყოს საინტერესო? 15-დან 65 წლამდე ასაკის, განათლებისა და მეცნიერების სამინისტროს მუშაობით დაინტერესებულ პირებს ხშირად უწევთ მათთვის საჭირო ინფორმაციის მოძიება ზოგადსაგანმანათლებლო, უმაღლესი თუ პროფესიული განათლების შესახებ. ინფორმაციის მისაღებად კი განათლებისა და მეცნიერების სამინისტროს ოფიციალური ვებ-გვერდი და Facebook გვერდი ერთ-ერთი ყველაზე მოსახერხებელი გზაა. შესაბამისად, მნიშვნელოვანია, თუ რამდენად სრულყოფილია აღნიშნული სამინისტროს ვებ-გვერდზე მოცემული ინფორმაცია და ამავდროულად რა ინფორმაცია იდება სამინისტროს მიერ განხორციელებული ღონისძიებებისა და დაგეგმილი აქტოვობების შესახებ FB გვერდზე;
სწორედ ამიტომ, ნაშრომი მიზნად ისახავს, გაარკვიოს რამდენად სრულყოფილია განათლებისა და მეცნიერების სამინისტროს ვებ-გვერდი და რამდენად ითვალისწინებს დაინტერესებული პირებისთვის შესაბამისი პლატფორმის შექმნას. კვლევის ფარგლებში ჩატარდა აღნიშნული სამინისტროს ვებ-გვერდზე პროაქტიულად გამოქვეყნებული ინფორმაციის მონიტორინგი იმ სერვისებისა თუ აპლიკაციების შესამოწმებლად, რომელიც უზრუნველყოფს მოქალაქეების ჩართულობას გადაწყვეტილების მიღების პროცესებში. ქვემოთ თავმოყრილია გამოკვეთილი დადებითი და უარყოფითი ტენდენციები.
საქართველოს განათლებისა და მეცნიერების სამინისტროს ვებ-გვერდი ინტერნეტ მომხმარებლებს სთავაზობს ინფორმაციას სამინისტროს მისიის, სტრუქტურის, მინისტრისა და მოადგილეების შესახებ. სამინისტროს ვებ-გვერდზე ასევე ნახავთ დეტალურ ინფორმაციას ზოგადი, უმაღლესი და პროფესიულ განათლებისა და სამინისტროს მიერ დაგეგმილი თუ განხორციელებული აქტივობების შესახებ. თუმცა, აღმოჩნდა, რომ ინფორმაცია ვებ-გვერდზე სრულყოფილი არ არის. მაგალითად, ყოფილ მინისტრებს შორის არ არის ამჟამინდელი პრეზიდენტი გიორგი მარგველაშვილი, რომელიც თამარ სანიკიძემდე განათლებისა და მეცნიერების მინისტრის თანამდებობას იკავებდა. ვებ-გვერდზე არ არის სპეციალური განყოფილება, სადაც მარგინალიზებული ჯგუფები შეძლებდნენ ინფორმაციის გაცნობას.
რაც შეეხება უცხო ენებს, ინფორმაციის გაცნობა მხოლოდ ქართულ და ინგლისურ ენებზეა შესაძლებელი. სამინისტროს ვებ-გვერდზე განთავსებულია კალენდარი, თუმცა დაგეგმილი შეხვედრების, კონფერენციებისა და სხვადასხვა აქტივობების შესახებ ინფორმაცია არ არის. ასევე არ არის ვებ-გვერდიდან სიახლეების გამოწერის შესაძლებლობა. ვერც შესაბამის სერვისს ნახავთ მოქალაქეების აზრის მიღების მარტივი ფორმებისთვის (Feedback). ვებ-გვერდზე არ არსებობს სივრცე მომხმარებლებისთვის. გვერდი არ იძლევა დარეგისტრირების/ავტორიზაციის საშუალებას. შესაბამისად, შეუძლებელია კომენტარის დაწერა.
რაც შეეხება დადებით ტენდენციებს, ვებ-გვერდზე არის სპეციალური განყოფილება სახელწოდებით „საჯარო ინფორმაცია“, სადაც შეგიძლიათ გაეცნოთ სამართლებრივ აქტებს, ინფორმაციას საქართველოს განათლებისა და მეცნიერების სამინისტროს საკადრო უზრუნველყოფის შესახებ, სამინისტროს მიერ განხორციელებული სახელმწიფო შესყიდვებისა და სახელმწიფო ქონების პრივატიზების შესახებ, ასევე სამინისტროს დაფინანსებისა და ხარჯთაღრიცხვის შესახებ. ასევე აქ შეგვიძლია ვნახოთ საჯარო ინფორმაციის გამოთხოვნის წესები. საჯარო ინფორმაციის გამოთხოვა საიტზე განთავსებული სპეციალური ფორმითაცაა შესაძლებელი, სადაც პირად მონაცემებთან ერთად საჭიროა განცხადების ტექსტის ატვირთვა.
ვებ-გვერდზე შევხვდებით „კონტაქტის“ განყოფილებასაც, სადაც დეტალურადაა მოცემული სამინისტროს მისამართი, ცხელი ხაზის ნომერი, ელექტრონული ფოსტის მისამართი და ბმული ონლაინ კონსულტაციისთვის. ასევე მოცემულია შიდა აუდიტის დეპარტამენტის ცხელი ხაზის ნომერი და Facebook-ზე გადასასვლელი ბმული კითხვებისთვის.
სამინისტროს ოფიციალურ ვებ-გვერდს აქვს ინტეგრაცია სოციალურ ქსელებთან (Facebook, Twitter, Youtube, Flickr). ვებ-გვერდზე ასევე არის უწყების გვერდის მოწონების ფუნქცია, Facebook “Like” ღილაკის მეშვეობით. გარდა ამისა, შესაძლებელია მომხმარებლებისთვის საინტერესო სიახლის სამინისტროს ვებ გვერდიდან საკუთარ სოციალური ქსელის გვერდზე გაზიარება. ვებ-გვერდზე არსებობს ხშირად დასმული კითხვების FAQ რუბრიკაც, სადაც მომხმარებლების მიერ ყველაზე ხშირად დასმულ კითხვებზე პასუხებია მოცემული.
ონლაინ დახმარების ფუნქცია შეგიძლიათ იხილოთ „კონტაქტის“ ველში ოპერატორთან დასაკავშირებლად სახელისა და ელექტრონული ფოსტის მისამართის მითითებაა აუცილებელი. სამუშაო საათებში ოპერატორი დაუყონებლივ გიპასუხებთ. ტექნიკური ხარვეზის არსებობის შემთხვევაში, მითითებულია ცხელი ხაზის ნომერი.
თუ ელ-კომუნიკაციისა და ელ-კონსულტაციის მხრივ სამინისტროს ვებ-გვერდი მეტ-ნაკლებად გამართულია, შეგვიძლია ვთქვათ, რომ ელ-გადაწყვეტილების კატეგორიაში ვერცერთ შესაბამის სერვისს ვერ ვნახავთ.
გვერდზე მიუწვდომელია გადაწყვეტილებებისა და რეგულაციების მონახაზები. არ არსებობს ფორუმი, სადაც საკითხით დაინტერესებული მოქალაქეები განიხილავდენ კონკრეტულ საკითხებს. განათლებისა და მეცნიერების სამინისტროს ვებ-გვერდზე ამ დროისთვის არ არის რაიმე პეტიცია ან ონლაინ კენჭისყრა. შესაბამისად, შეგვიძლია ვთქვათ, რომ სამინისტროს მთავარ გამოწვევად რჩება მოქალაქეების მეტი ჩართულობა პოლიტიკურ დისკუსიებსა და დაგეგმვის პროცესში.
რაც შეეხება საქართველოს განათლებისა და მეცნიერების სამინისტროს ოფიციალური Facebook გვერდს, ის 2011 წლიდან ფუნქციონირებს და გვერდზე სისტემატურად იდება ინფორმაცია განხორციელებული პროექტების შესახებ, თანდართული ფოტო თუ ვიდეომასალით.
ბოლო ერთი წლის განმავლობაში კვირაში რამდენჯერმე ვეცნობოდით საჭირო ინფორმაციას სამინისტროს ოფიციალურ Facebook გვერდზე, თუმცა უშუალო მონიტორინგი 1 თვე გრძელდებოდა (2014 წლის 8 დეკემბრიდან 2015 წლის 8 იანვრამდე). 2015 წლის 8 იანვრის მდგომარეობით, გვერდი 187 660 დამიანს მოსწონს. გვერდის შესახებ „საუბრობს“ (Talking about) 2 820 ადამიანი. გვერდის პოპულარობამ 2015 წლის დასაწყისში 837 ადამიანით მოიმატა (8 იანვრის მდგომარეობით). განათლებისა და მეცნიერების სამინისტროს გვერდზე ყველაზე მეტი აქტიურობა შეინიშნება ზაფხულში, როცა მომხმარებლები ერთიანი ეროვნული გამოცდებისა და პედაგოგთა სასერთიფიკაციო გამოცდების შედეგებთან დაკავშირებულ სიახლეებს ეცნობიან, თუმცა არანაკლები აქტიურობა შეინიშნებოდა 2014 წლის იანვარიდან მარტამდე, როცა სამინისტროს ვებ-გვერდზე დირექტორთა სასერთიფიკაციო გამოცდების შედეგები უნდა გამოქვეყნებულიყო. სექტემბერში კი ისევ იმატა რაოდენობამ, როცა მეორე ეტაპის გასაუბრებების და საბოლოო შედეგები გახდა ცნობილი.
მონიტორინგის პერიოდში Facebook გვერდთან დაკავშირებითაც გამოიკვეთა დადებითი და უარყოფითი ტენდენციები. განათლებისა და მეცნიერების სამინისტროს ოფიციალურ Facebook გვერდზე პოსტების მოწონება, გაზიარება და კომენტარის დაწერა სოციალური ქსელის ნებისმიერ მომხმარებელს შეუძლია მიუხედავად იმისა, აქვს თუ არა მოწონებული გვერდი. აქედან გამომდინარე, შეგვიძლია ვივარაუდოთ, რომ უწყება მეტ-ნაკლებად ღიაა და კომენტარებშივე პასუხობს სხვადასხვა კითხვების ავტორებს, თუმცა, უამრავი კითხვა მაინც უპასუხოდ რჩება. ადმინისტრატორი ხშირად წერს, რომ დამატებითი კითხვების შემთხვევაში, დაუკავშირდნენ ცხელ ხაზს.
უნდა აღინიშნოს, რომ დირექტორთა სასერთიფიკაციო გამოცდების საბოლოო შედეგების გამოქვეყნების შემდეგ უამრავი ადამიანი წერდა უარყოფით კომენტარს და საუბრობდა კონკრეტული დარღვევების შესახებ, თუმცა მსგავსი კომენტარები მალევე იშლებოდა. ცენზურის ფაქტები კი კითხვის ნიშნის ქვეშ აყენებს უწყების ღიაობას.
ასევე უარყოფითი ტენდენცია გამოიკვეთა გვერდის ღიაობის შემოწმებისას. სამინისტროს ოფიციალურ გვერდზე პოსტების დაწერის საშუალება არ არის, ასევე შეუძლებელია პირადი შეტყობინების გაგზავნა, რადგან გვერდი დახურულია. მომხმარებლები იძულებულები არიან კითხვები არათემატური ფოტოებისა თუ ინფორმაციების კომენტარებში დასვან. რამდენჯერმე გავაგზავნეთ სატესტო კითხვა გვერდის ადმინისტრატორთან: 1. როდის დანიშნავს მინისტრი დისკრეციული უფლებამოსილებით დირექტორებს დირექტორის გარეშე დარჩენილ სკოლებში? მიუხედავად რამდენიმე მცდელობისა, კითხვაზე პასუხი ვერ მივიღე.
მართალია, უწყების ოფიციალური გვერდები მეტ-ნაკლებად ინფორმაციულია, მაგრამ მოქალაქეებისთვის ამომწურავი ინფორმაციის მიღება მათთვის საინტერესო თემებზე ხელმისაწვდომი არ არის. კონკრეტული სერვისების არარსებობა და დახურული Facebook გვერდი დაინტერესებულ პირებს არ აძლევს საშუალებას მაქსიმალურად გამოხატოს თავისი აზრი კონკრეტული საკითხების მიმართ.
დასკვნის სახით შეგვიძლია ვთქვათ, რომ გადაწყვეტილების მიღების პროცესებში სახელმწიფოს მხრიდან მოქალაქეების ჩართულობისთვის საჭირო პლატფორმა მინიმუმამდეა დაყვანილი. Facebook გვერდზე ცენზურის შემთხვევები კი ეჭვქვეშ აყენებს უწყების ღიაობას.

Mr. President!
The next day after your election as President, you have underlined that the post-Soviet era is ended.
Ended or not?!
The main reason of government’s failure, is that the government is mainly is engaged arresting of criminal gang’s members of old government, while many victims of politically persecuted by the Saakashvili’s sadistic regime are in extreme-poverty. Among them are hundreds of prominent scientists, lecturers and public figures. The classic example is the outstanding scientist, lecturer and public figure – Mr. Bidzina Savaneli, who since 1998 is persecuted on the political grounds. (At this time his pension – $ 80 and real wages in Tbilisi state University is reduced to $ 200).
The Editorial Board of the newspaper “Republic of Georgia” completely supports his personality.
Everyone in Georgia knows Mr. Savaneli’s academic TV speeches, which in contrast of many others, always based on the documentary materials of International Governmental and Non-Governmental Organizations. That is the reason why Mr. Savaneli’s pedagogical activities are strictly prohibited in Tbilisi State University and other Universities to this day.
The current evidence of Mr. Savaneli’s scientific success is published in Germany his monograph: “Global Order or Global Disorder, Lambert Academic Publishing, vol.1 (31 January 2014) and vol.2 (12 February 2014), in English, Saarbrücken, Germany, 2014, in which he suggests World Peace Synergic Model towards Implementation of Plan of Mutual Dialectical Transformation of World Legal Order and World Positive Law as Guaranty of Spiral, Evolutionary and Endless Development of Humankind.
Moreover, published in Mediterranean Journal of Social Sciences Mr. Savaneli’s article was recognized as the “Extraordinary Achievement” by the Universal Impact Factor for year 2013, as well as – “Parameters of Transformation of Space and Time in Human Being in the Light of Synergetic Theory” (see: Mediterranean Journal of Social Sciences MCSER Publishing, Rome-Italy, Vol. 5, No 27, December 2014, pp. 1746-1767).
Before that, New York Academy of Sciences underlined that “Bidzina Savaneli is recognized as an Authority of the Philosophy of Law and founder of International Human Rights Education in Georgia. He was published the first Manual in the History of Georgia: Universal Human Rights Law.” (Excerpt from Update, New York Academy of Sciences Magazine, March, 2003, p. 14).
Despite of above mentioned and Mr. Savaneli’s extreme poverty, being the Minister of Education and Science of Georgia you in your script-reply to Mr. Savaneli wrote: “The Ministry of Education and Science of Georgia expresses deep respect for you as a renowned scientist and prominent public figure, and we urge you to take all means to come to an agreement between universities and you.”
The question is: What do you mean under words: “all means”(?!).
Mr. George, obviously that it is a suspiciously hint!!!

90-იანი წლებიდან მოყოლებული, როგორც იქნა ივანე ჯავახიშვილის თბილისის სახელმწიფო უნივერსიტეტს აკადემიკოს ლადო პაპავას სახით ღირსეული რექტორი ეღირსა. მან სააკაშვილი, ლომაიასა და ხუბუას მიერ დევნილი და უმუშევარი პროფესორ-მასწავლებლებისა და მეცნიერების გარკვეული ნაწილი უნივერსიტეტს დაუბრუნა, და უფრო მეტი, მიუხედავათ რექტორის შეზღუდული უფლებამსილებისა, განათლება და სამეცნიერო კვლევა საერთაშორისო სტანდარტებს დაუახლოვა. ამან მიმალვაში მყოფი სააკაშვილი „გაანაწყენა“. სააკაშვილმა, მის მიერ დატოვებული მსტოვარი სტუდენტობის მეშვეობით უნივერსიტეტის რექტორს ამბოხი მოუწყო, რის გამო რექტორი იძულებული გახდა გადამდგარიყო.
იმის მაგივრად, რომ რექტორისა და კანცლერის მოვალეობათა შემსრულებლებს დაწყებული რეფორმა გაეგრძელებიათ, მათ უნივერსიტეტში დაბრუნებული პროფესორ-მასწავლებლებისა და მეცნიერების დათხოვნა დაიწყეს.
წინასწარი გაფრთხილების გარეშე, ამა წლის სექტემბრის დასაწყისში პროფესორ-მკვლევარის პოსტზე ხელშეკრულების გაგრძელებაზე უარი განმიცხადეს; თანაც უარი მაშინ მითხრეს, როდესაც სხვა უნივერსიტეტებში კონკურსები დიდი ხნის დასრულებული იყო, რის გამო პენსიის ამარად დავრჩი.

On the Monograph of Dr. PhD. Professor Bidzina Savaneli:
“The Parameters of Transformation of Space and Time in
Human Being in the Light of the Theory of Synergetic”
No need to be a rocket scientist to understand that at the present time, the process of self-destruction of the human civilization becomes irreversible as aggressive human impact on the planet’s ecosphere from him was too great. Obviously, such an acute crisis of civilization has arisen due to violation of the harmony between human activity processes of the evolutionary paradigm of vector life itself in its interaction with the general aspects of the laws of the Universe.
In view of the above, it is very important to our readers the proposed monograph Prof. Bidzina V. Savaneli where affected the fundamental questions of philosophy by definition of humanity’s place in the living space of the Universe, as well in human community, trying to learn the way of the harmonious development, based on the interaction of general physical laws of the world order with positive law and legal order, and humanitarian aspects of the evolution of human civilization.
The author, aware of the depth of the affected topics, states that he “maintained a noble purpose: to provoke their colleagues from different areas of science denser start building bridges between science and the humanities, in order to properly “fit” Humanity is in the harmony of nature.”
The author in his work gives a general analysis of the current state of the philosophical views of physical science in understanding the concepts of space and time. It comes in a very original conclusion that “space seems like a curved spring, in which energy flows and circulates helically, and initiated core leading energy is accumulated in the axis, around which particles are spirally turbulence”. He further argues that the essence of space is a continuous and spiral process of mutual transformation of energies that has no beginning and no end, and to him nothing is added and nothing from him is unbroken. Without changing the coefficient, it pulsing constantly and irreversibly shrinks and expands. As a working hypothesis Author is proposed thesis: “In the center of the universe is located a self-governing and initial spiral galaxy.”
The author is given as an analysis of the factors and the specific manifestations of time, depending on the condition of the space, manifestation of time’s mechanisms in biological systems, etc., that lead him to believe the applicability of “Space and Time” to nature, human being and to social relations. In addition, an analysis of interaction of synergetic and entropy leads to analyzing application of synergetic theory to the Human Being also, as well as interaction between legal order and positive law under the auspice of Basic Human Rights and Freedoms as third, leading force. In short, the authors’ model of application synergy to Human Being I find a breakthrough.
Despite the fact that the author’s some propositions are debatable, but the above and other pioneering directions of his research to make representations to the Court of Scientists without borders, his original work is the key to a whole new world at the interface of all sciences, in particular – the Laws of Physics of inanimate nature and the Human Soul, his emotional and mental aspects of life as well as in its public relations.
I am grateful to the author that he has opened me – as the author of the monograph “The concept of the dynamic structure of the atom in the space of potential areas” – a space of common and depth extension of the laws of nature not only in microcosm, but in the life of Humankind.
Professor Bidzina V. Savaneli pointed us the way not in a linear arrangement of the world, assuming its single axis having a center, but on sacred geometry, which serve as the center of the linear configuration of forces forming centers outside these linear formations.

Review of the Scientific Work of
Dr. Bidzina Savaneli
“Transformation of Space and Time in the Human
Science from the Viewpoint of Second Law of Thermodynamics”
The scientific-philosophical work of Dr. Bidzina Savaneli presents the investigation of phenomena of space and time from the anthropologic point of view. The scientific inquiry encompasses the history of physics. The philosophical interpretation of spatial-temporal transformation of physical and conscious events refers to the antique philosophy (Democrit, Aristotle) and philosophies of Kant, Hegel, Leibnitz … The author rejects the classical forms of absolute space and time which presents the unchangeable volume, enveloping all the reality of spatial-temporal phenomena. He also doesn’t share the position of Kant concerning the relative character of space and time. However we would like to note that according to Kant a priori forms of space and time are relative to the human consciousness, but at the same time they go beyond human subjectivity and attach to the physical events objective nature.
The author makes a deep insight in the theory of relativity and eventually comes to the point that velocity of light seems not to be the limit of cosmic events. We agree with this position since none of physical quantity is suitable to be the absolute limit of real phenomena.
We are delighted with review of problems of quantum physics which increases the originality of this work. The researcher considers the “strange” quantum-physical situation, Bohr’s principle of complementarity, wave-particle duality of quantum events. Especially we would like to emphasize his understanding of principle of uncertainty by Werner Heisenberg. The author rightly believes that situation of uncertainty in quantum area serves as a basis of quantum “openness” toward the human world, toward the anthropology. We have devoted the special work to this analogy and therefore, we share the position of Dr. Bidzina Savaneli who uses the Heisenberg’s principle to rethink the problem of time and to interpret the concept of “order” in philosophy and physics. Instead of Russian and English words he introduces the Georgian word “Cesrigi”. The letter is complex, compound word denoting the synthesis of rule and row (Ces – rigi ). The row indicates the succession of events whereas the law refers to the ideal sphere, to the human consciousness. Georgian word indicates that the row as a succession of physical events is not sufficient for the order, and it needs the rule which gives to the row an ideal form. We should note here that ideal succession of physical events treats with human cognitive act and presents the self-reflective system of real events. So the order relates to the cognitive act and without human mind is senseless.
It’s not accidental that the author considers the phenomenon of order as an ideal succession with principle of uncertainty by Heisenberg. Although the uncertainty unveils the disorder in quantum state, this disorder has positive value since it reveals the quantum state as a cognitive situation where the measurement tool plays a role of consciousness. So this disorder has a hidden connection with high-quality of ideal order, turning the quantum state of particles into cognitive situation according to the sense of Georgian word “Ces – rigi”.
Dr. Bidzina Savaneli devotes his investigation to the problems of modern physics: development of quantum theory, cosmological models of the universe. He also reduces his ideas on the philosophical basis in the light of history of philosophy. It is important that this philosophical conception develops in the context of anthropology. Human consciousness appears to be the center of his wave-particle picture of the universe.
He examines the collective and individual consciousness and comes to the point that the individual consciousness refers to the empirical reality and expresses the human existence according to the state “I wish”, whereas the collective mental activity relates to the transcendent-ideal sphere with responsibility “I must”. The author’s idea is that although the human mind appears to be independent from the experiment and thanks to its pure logical structure deals with “thing in itself”, it furtively takes into account the experimental data.
The hidden, invisible bridge between pure theoretical mind and practical reason unites empirical reality with transcendent-ideal sphere and makes an opportunity to draw an analogy between physics (quantum mechanics) and anthropology.
The ideas coming from this scientific opus reveal the burning desire of the author to rethink philosophically all the important achievements of modern physics and what are significant, in the context of anthropology.
The researcher believes that there is a deep connection between objective reality of physical events and subjective world of human being. The wide scale of human problems (including Ethics and Jurisdiction) are considered in the harmony of scientific picture of physical world.
Philosophical background helps him to interpret the physical problems of space and time in the light of human world, and Human dimension helps him to interpret the puzzle of time from the new point of view.
Indeed, the domination of time upon the space means that the time, differently from the space has internal, subjective dimension which makes an opportunity to connect through the category of time the picture of physical reality with anthropological point of view.
We highly appreciate the scientific work presented by Dr. Bidzina Savaneli. It seems to be the top point of an iceberg which alludes to the great creative work conducted by the researcher to rethink the philosophical problems of modern physics in the context of humanitarian sciences.

Abstract
This book is the first scholarly work on the intersection of natural, social and human Sciences, the purpose of which is to prevent global chaos and ensuring sustainable peace through the spiral transformation of synergy and homeostasis of the natural space in the peaceful development of humankind. In this regard, I propose to scientists a model that will help to solve the fundamental question: what joint measures should be taken by natural, human and social Sciences to humanize humanity.
In General terms, proposed model is as follows. First, research encourages natural, human and social Sciences to jointly identify negative score of human activity on a planetary scale. Secondly, research draws attention to the biological mechanisms in the human body, affecting the unnatural and anti-human decision high officials of the State. Thirdly, research offers a legal model for peaceful settlement of regional conflicts, which have a tendency to turn into a global conflict. Fourthly, research suggests a synergistic model of mutual transformation of the natural normative order and artificial normative order as a guarantee of the homeostasis of humankind under the aegis of the bill of rights. Fifthly, scientific research suggests ways of overcoming institutional barriers to cooperation of representatives of natural, human and social Sciences.
The book is based on a comparative analysis of the teachings of J. Newton, I. Kant, G. Hegel, E. Husserl, M. Planck, A. Einstein, N. Lobachevsky, N. Bohr, W. Heisenberg, B. Russell, and in legal science – A. Reinach, E. Ehrlich, G. Kelsen and G. Naneishvili. The book will serve as a fruitful source of new ideas for researchers, professionals and successful students working in the fields of physics, mathematics, biology, philosophy, anthropology, sociology, law or related fields.

პრეზიდენტად არჩევის მეორე დღეს თქვენ განაცხადეთ, რომ პოსტსაბჭოთა ეპოქა დასრულდა.
ვითომ დასრულდა?
პოსტსაბჭოთა ეპოქის დასამთავრებლად წარუმატებელი ბრძოლის მთავარი მიზეზი ის არის, რომ ხელისუფლება ძირითადად დაკავებული იყო ციხეებიდან უკანონოდ დაპატიმრებულ პირთა განთავისუფლებით და ძველი ხელისუფლების კრიმინალური ბანდის წევრების დაპატიმრებით მხოლოდ, და ეს მაშინ, როდესაც ნეკროფილიის ელემენტებით გაჯერებული სააკაშვილის სადისტური რეჟიმის ციხეებს გარეთ მყოფი პოლიტიკური დევნის უთვალავი მსხვერპლი თავისი დუხჭირი მდგომარეობის გამო ფაქტიურად შინა პატიმრობაში იმყოფება. მათ შორის არის 2005 წლიდან პოლიტიკური ნიშნით დევნილი ასეულობით ღვაწლმოსილი მეცნიერი, ლექტორი და საზოგადო მოღვაწე.

ყველასათვის ცნობილია ბატონი ბიძინას მრავალწლიანი აკადემიური სატელივიზიო გამოსვლები, რაც, ბევრისაგან განსხვავებით, ყოველთვის დოკუმენტურ მასალას ეყრდნობა. სწორედ ეს გახდა მიზეზი იმისა, რომ თბილისის სახელმწიფო უნივერსიტეტში ბატონ ბიძინას პედაგოგიური და სამეცნიერო საქმიანობის საშუალება აღუკვეთეს.
მეცნიერებაში ბატონი ბიძინას კიდევ ერთი დიდი წარმატების დასტურია გერმანული გამომცემლობის “ლამბერტის” მიერ დაფინანსებული, ა/წ იანვარში ინგლისურ ენაზე ორ ტომად გამოქვეყნებული ნაშრომი: “გლობალური წესრიგი თუ გლობალური უწესრიგობა”, რომელშიც განხილულია თანამედროვეობის აქტუალური პრობლემები, და შეთავაზებულია მათი გადაჭრის სინერგეტიკული მოდელი. (აღსანიშნავია, რომ გამომცემელი დასავლეთში თავისი სახსრებით ძალზე იშვიათად თუ დაბეჭდავს წიგნს).
ბატონი ბიძინა რომ აღიარებული მეცნიერია აგრეთვე დასტურდება “სოციალურ და საგანმანათლებო კვლევათა ხმელთა-შუაზღვის სამეცნიერო ცენტრის” მიერ 2013 წლის სექტემბრის N 3 “სოციალურ მეცნიერებათა ხმელთაშუაზღვის ჟურნალში“ (რომი, იტალია) გამოქვეყნებული სამეცნიერო სტატიის გამო „მეცნიერებაში 2013 წელს ექსტრაორდინალური მიღწევისათვის“ მის სახელზე გაცემული სიგელით, უფრო ადრე კი, მისი ნაღვაწის შესაფასებლათ ნიუ-იორკის მეცნიერებათა აკადემიის მიერ. მოგვყავს ტექსტი: ”ნიუ-იორკის მეცნიერებათა აკადემიის მოქმედი წევრი ბიძინა სავანელი აღიარებულია როგორც ავტორიტეტი სამართლის ფილოსოფიაში და ადამიანის საერთაშორისო უფლებათა განათლების დამფუძნებელი საქართველოში. მან გამოსცა საქართველოს ისტორიაში პირველი სახელმძღვანელო: ”ადამიანის საყოველთაო უფლებათა სამართალი”. (იხ. ნიუ-იორკის მეცნიერებათა აკადემიის ჟურნალი ”აპდეიტ”, მარტი, 2003 წელი).
უფრო საგანგაშო ისაა, რომ ბატონი ბიძინა სავანელის ჯერ კიდევ 2012 წლის 8 ნოემბრის განცხადებაზე თქვენ მას სრულიად მიუღებელი შემდეგი პასუხი გაუგზავნეთ: “საქართველოს განათლებისა და მეცნიერების სამინისტრო გამოხატავს რა თქვენდამი ღრმა პატივისცემას როგორც აღიარებული მეცნიერისა და საზოგადო მოღვაწისადმი, მოგიწოდებთ არსებული შესაძლებლობის ფარგლებში გამონახოთ ყოველნაირი საშუალება, რათა შეძლოთ ერთმანეთში მორიგება და თავიდან დაიწყოს უმაღლეს სასწავლებლებსა და თქვენს შორის თანამშრომლობა.”

90-იანი წლებიდან მოყოლებული, როგორც იქნა ივანე ჯავახიშვილის თბილისის სახელმწიფო უნივერსიტეტს აკადემიკოს ლადო პაპავას სახით ღირსეული რექტორი ეღირსა. მან სააკაშვილი, ლომაიასა და ხუბუას მიერ დევნილი და უმუშევარი პროფესორ-მასწავლებლებისა და მეცნიერების გარკვეული ნაწილი უნივერსიტეტს დაუბრუნა, და უფრო მეტი, მიუხედავათ რექტორის შეზღუდული უფლებამსილებისა, განათლება და სამეცნიერო კვლევა საერთაშორისო სტანდარტებს დაუახლოვა. ამან მიმალვაში მყოფი სააკაშვილი „გაანაწყენა“. სააკაშვილმა, მის მიერ დატოვებული მსტოვარი სტუდენტობის მეშვეობით უნივერსიტეტის რექტორს ამბოხი მოუწყო, რის გამო რექტორი იძულებული გახდა გადამდგარიყო.
იმის მაგივრად, რომ რექტორისა და კანცლერის მოვალეობათა შემსრულებლებს დაწყებული რეფორმა გაეგრძელებიათ, მათ უნივერსიტეტში დაბრუნებული პროფესორ-მასწავლებლებისა და მეცნიერების დათხოვნა დაიწყეს.
წინასწარი გაფრთხილების გარეშე, ამა წლის სექტემბრის დასაწყისში პროფესორ-მკვლევარის პოსტზე ხელშეკრულების გაგრძელებაზე უარი განმიცხადეს; თანაც უარი მაშინ მითხრეს, როდესაც სხვა უნივერსიტეტებში კონკურსები დიდი ხნის დასრულებული იყო….

ამხანაგო ჯეჯელავა, ხომ არ დაგავიწყდათ, რომ თქვენ მეცნიერების მინისტრიც ბრძანდებით?! ერთ-ერთ ინტერვიუში თქვენ განაცხადეთ: “მეცნიერება-ც(!) ძალიან მნიშვნელოვანია, მაგრამ(!) ჩვენ გვჭირდება ახლებურად მოაზროვნე ახალგაზრდა მოქალქეები, რომლებიც შეძლებენ ახალ რეალობაში გახდნენ წამყვანი ძალა”. მეცნიერება განა “ც”-უა დღეს 21-ე საუკუნეში ანუ მეცნიერებისა და ახალი ტექნოლოგიების ზეობის პირბებეში?! დღეს 21-ე საუკუნეში ყველაზე წარმატებულია ის სახელმწიფო, რომელიც მეცნიერებასა და ახალი ტექნოლოგიებზეა ორიენტირებული. სწორედ ეს არის “ახალი რეალობა”!!! და სწორედ ამ რეალობაზე უნდა იყვნენ ორიენტირებული მოაზროვნე ახალგაზრდა მოქალაქეები. საწინააღმეგო შემთხვევაში მოაზროვნე ახალგაზრდა მოქალაქეები ქვეყანაში დაკნინდებიან და დევნილნი გახდებიან. თქვენ მეცნიერებას დაუპირისპირეთ რა ახლებურად მოაზროვნე ახალგაზრდა მოქალაქეები, ამით მეცნიერება დააკნინეთ. და ეს პროცესი თქვენს ხელში უკვე დაიწყო. 2013 წელს აკადემიკოს ლადო პაპავას მიერ აღდგენილი მკვლევარები, 2016 წლის სექტემბერ-ოქტომბერში ისევ დაითხოვეს და კვლავ პენსიის ამარად დატოვეს. ამ დროს, თსუ-ს ახალმა რექტორმა განაცხადა: „ჩემი ამბიციაა თსუ – კვლევით უნივერსიტეტად ვაქციო“, და ეს მაშინ, როდესაც თსუ-ს აკადემიური საბჭოს ინიციატივით სენატმა 2017 წლის დასაწყისში უნივერსიტეტში სამეცნიერო კვლევების წარმოება 2021 წლამდე გადაავადა; ანუ, უნივერსიტეტს სამეცნიერო სტანდარტი 2021 წლამდე არ ექნება. ბუმბერაზი მკვლევარის ივანე ჯავახიშვილის უნივერსიტეტი – მკვლევართა გარეშე?! “ოდითგანვე ასე მოგვდგამს ქართველებს: მუდამ ჩვენს სიმცირეს მივსტიროდით, რადგან მტერი აურაცხელი გვყავდა მუდამ, მაგრამ დიდ-კაცნი თუ გამოგვერია, მათ ისე დავკორტნით, როგორც დაკოდილ ძერას ყვავები”. და გამახსენდა კონსტანტინე ბატონის მიერ სეპარატიზმში ისაკ ჟვანიას მხილება… ამიტომ, სანამ საქართველოში, მათ შორის სამეგრელოსა და აფხაზეთში ისაკ ჟვანიას მიმდევრები სჭარბობენ კონსტანტინე ბატონისა და ზვიადის მიმდევრებს, საქართველოს, მათ შორის სამეგრელოსა და აფხაზეთის მომავალს ბედი არ უწერია! ამ დროს, თქვენ ხშირად ხუმრობთ. სახუმაროდ აქვს საქმე მეცნიერებას საქართველოში?!
